The Role:</b></p>
<p>
The MPS Economic Crime Command is part of Central Specialist Crime and specialises in the investigation of Fraud and Money Laundering offences and the conduct of Financial Investigations. They have conduct of complex, high value and public interest criminal and civil investigations often overseen by the Serious Fraud Division of the CPS. These investigations require a high level of disclosure input to comply with the AG guidelines and CPIA. This role requires the applicant to assist and support investigation teams throughout all strands of Economic Crime with financial and fraud investigation disclosure management and advice regarding the completion of schedules, liaison with partner agencies and third parties and the recording of decision making under the guidance of a disclosure manager. You will have a good understanding and proven experience in procedures and processes of CPIA. You may will be required to assist in the management of a number of Agency staff.</p>
<p>

Proven ability in understanding the creation of MG6 series documents with sufficiency of detail to be examined by professional partners (CPS / Barristers &ndash; Prosecution &amp; Defence). This is required to ensure the role holder can appropriately advise officers on MG6 series creation, and to quality assure schedules as required, to assist with ensuring effective progression of the case.</li>
<li>
Effective communication skills, being able to communicate at all levels clearly and accurately. The role holder will be required to demonstrate their communication skills in 1-2-1 situations and group meetings &#8211; with different ranks/grades &#8211; in relation to discussing specific cases, case workload and intervening in potential discontinuance cases.</li>
<li>
Excellent organisational skills, which enables them to prioritise their workload to fulfil tasks to a consistently high standard within challenging timescales. The role holder will need to review (often complex) cases in a timely manner and ensure a high-quality service to officers, and balance this with servicing other pressing matters &#8211; including the requirement for focused intervention with potential discontinuances (related to disclosure) in order to help maintain the prosecution.</li>
<li>
An inquisitive and thinking mind-set. It will be necessary for the role holder to utilise this when reviewing cases to provide the best advice input in relation to Disclosure Strategy, Early Investigative Advice, and other disclosure related matters.</li>

In this vital role, you&rsquo;ll be at the heart of our respected in-house legal service, where you&rsquo;ll have the chance to handle cases right from start to finish, many of which are high profile and generate media interest. The Directorate of Legal Services (DLS) provides in-house legal services for the Met. Our paralegals provide high level legal support to lawyers whilst also conducting their own cases. As a paralegal you may be supporting the in-house lawyer teams in defending the Commissioner against a wide range of claims &ndash; everything from civil actions to employment tribunals; or working on inquests and public inquiries. You&rsquo;ll help to prepare cases and carry out investigations, conduct research, gather evidence, interview witnesses and attend conferences and hearings. Our paralegals are case holders in a variety of areas which can include Disclosure, Safeguarding through protective measures and civil orders. You&rsquo;ll handle each one from start to finish, investigating, instructing Counsel, giving advice and making decisions. As the face of the Met at court hearings and tribunals, you&rsquo;ll do all you can to ensure cases are resolved fairly and professionally. <p>
The Directorate of Legal Services is the largest in-house police legal team in the country providing a range of legal advice and support to the whole of the Met and National Police Chief Council (NPCC). We undertake a vast range of work from civil litigation and commercial to operational policing and family disclosure advice.</p>
<p>
The Business Services Team is made up of around 26 people who collectively have responsibility for providing business support to the rest of the Directorate of Legal Services delivering a range of services including finance, staffing, professional standards, business continuity, administration, and business support. It is the operational backbone of this large, and growing, in-house legal team.</p>
<p>
The post-holder will be a member of the MetLaw team of around 10 people who manage all aspects of the National Legal Services Framework (NLSF) contracts as well as the Emergency Boarding Up contract, dealing with MetLaw queries, processing and dealing with invoices for NLSF firms, Counsel and in-house DLS cases and case holders.</p>
<p>
Whilst the team are based in Holborn the post benefits from hybrid working in line with the Met Hybrid Working Policy (to work from the office at least three days a week with flexibility for the rest of the time).</p>
<p><b><br />
This is a managerial role within a finance team &ndash; responsibilities will include:</b></p>
<ul>
<li>
To be a point of contact for all enquiries from MPS staff, members of the public and external contractors relating to payments made on DLS cases and outsourced MPS Legal Work. This includes monitoring multiple team mailboxes and incoming post/emails.</li>
<li>
Deal with and problem solve queries from clients, contractors, counsel, SLT, in-house lawyers and MOPAC.</li>
<li>
To scrutinise and certify high volumes of complex invoices from both external contractors and in house staff, ensuring compliance with contractual requirements, identifying any inconsistencies, and taking the appropriate corrective action.</li>
<li>
Process PSOP forms, enter and maintain new customers and suppliers on PSOP and run searches if queries arise.</li>
<li>
Process payment remittances, ensuring customers and case holders are swiftly notified of payments being made.</li>
<li>
Process and credit any DLS payments coming into the MPS as well as processing any refunds to external sources.</li>
<li>
Process payment requests from external contractors in relation to outsourced work.</li>
<li>
Process and deal with any queries relating to BACS payments for the DLS Family Disclosure Team</li>
<li>
Ensuring prompt payments are made and liaising with SSCL to discuss and solve any issues that arise during the process.</li>
<li>
Run reconciliation reports against cost centre and subjective codes, ensuring payments have been made against the correct budgets.</li>
<li>
Produce and update monthly forecasts, ensuring that DLS comply with the budgets for high profile cases.</li>
<li>
Run monthly and End of Year accruals and reports.</li>
<li>
Produce and analyse specific detailed reports for MOPAC, SLT, Accountants, Insurers, and other high-level clients.</li>
<li>
Run ad-hoc reports for management as well as for FOIA requests that DLS receive.</li>
<li>
Responsible for overseeing the DLS Imprest account and cashbook, ensuring the figures balance on a weekly and monthly basis, dealing with any inconsistencies or queries that arise.</li>
<li>
Responsibility for the Band E work allocation and monitoring.</li>
<li>
Shared line management for Band E&rsquo;s within the team.</li>
<li>
Deputise for the MetLaw Manager as required.</li>
<li>
Assisting the Band C when required as well as the Band E&rsquo;s when necessary.</li>

Flexibility to ensure you assist other team members when necessary and to deputise for Band C MetLaw Managers when required.</li>

Problem solving &ndash; ability to analyse information and provide solutions, at times providing a quick response.</li>
