Your world of expertise

You will be part of the Finance Business Support team which is responsible for providing the Met Office with expert financial guidance, control and best practice to support key decisions at all levels to deliver corporate objectives.

The team comprises 7 Business Partners supported by a team of assistants and managed by the Head of Finance Business Support. The successful candidate will be expected to work closely with the Executive Directors, Associate Directors and Business Managers providing expert advice to ensure effective financial management and control in the Met Office.

This particular role will support an area of the business (in common with all Finance Business Partners) but also lead on some specific disciplines, notably VAT. A final portfolio will be agreed depending on the skills and experience of the successful candidate.


Your key duties:

  • Collaborate with department heads to understand their financial needs and provide tailored financial advice and support to help them make informed decisions.
  • Lead on the Met Office’s quarterly VAT return and the triaging of VAT queries from around the business.
  • Build and maintain key relationships with internal and external stakeholders, manage senior managers’ and stakeholders’ expectations, and develop a deep understanding of the business’s commercial and operational drivers.
  • Control expenditure in line with budgets/approved expenditure by providing support and challenge to ensure excellent financial management.
  • Facilitate the production of budgets, plans and forecasts to ensure affordability and balanced risk.

Essential Criteria, skills and experience:

  • You will be a qualified accountant (e.g., ACA, ACCA, CIMA) with relevant post qualification experience — demonstrating you ‘live and breathe’ the Accountancy profession. For this particular role you will need evidence of tax (VAT) experience.
  • You will have highly effective verbal and written communication skills demonstrating your ability to influence and constructively challenge at a senior level — demonstrating ‘we’re better together’.
  • You will be able to explain financial concepts to both Finance and non-Finance colleagues – you’ll be required to interact with colleagues in the Met Office with varying levels of financial awareness but also experts outside the Met Office — demonstrating ‘we’re experts by nature’.
  • You will demonstrate a willingness to challenge the status quo and explore ways to improve working practices – showing ‘we keep evolving.’

Main purpose of the job:

The Finance Business Partner (FBP) will provide oversight and day to day support on all school based financial matters, both at a strategic and operational level. They will be a member of the central Trust Finance team, providing a key link between the Trust central team and the schools.

The post holder will provide a full Finance Business Partner service to the designated schools, acting as the lead for all financial advice and support.

Two Finance Business Partner roles are available in the Finance Business Partnering Team.

The Team is organised into three areas who support the Director Generals (DGs) and their teams to effectively discharge their financial accountabilities. This includes providing support and guidance to directors to enable effective financial management of their budgets including oversight of the arm’s length bodies where applicable.

Finance is high on the agenda in the department and we play a pivotal role in supporting and shaping the way the resources are allocated to deliver the department’s strategic and operational priorities.

We are the ‘go to’ team for teams across the department, advising and providing robust challenge on the affordability and value for money of policy development and investment decisions, business planning and providing insight on budgetary performance against the delivery of our departmental objectives.


Job description


Finance Business Partners
– We are advertising 2 roles covering the Department’s Policy group. Both roles will provide high quality financial advice and analysis to colleagues on exciting policy areas as set out below. In addition, the roles include engagement with external finance teams at a portfolio of DCMS sponsored Arm’s Length Bodies (ALBs).


Role 1 – Museums and Galleries
– covers core policy areas, as well as supporting the Senior Finance Business Partner in managing a subset of the 15 sponsored Museums and Galleries (M&Gs) such as the Science Museum and Natural History Museum.


Role 2 – Sport, Gambling, Visitor Economy and Loans
– covers core policy areas, as well as supporting the Senior Finance Business Partner in managing ALBs such as Gambling Commission, Sport England and UK Sport.

The primary responsibilities of the two roles are as follows:

  • Provide high quality financial advice and timely financial management data, information and analysis to stakeholders to support good policy decisions whilst managing budgets in line with agreed government finance rules.
  • Provide advice and guidance on all financial matters as necessary, from accounting to budgeting, input to fiscal events (e.g. Government Estimates process, Budget and Spending Review).
  • Support Budget Holders through the annual (and multi-year) budget setting process for DCMS, and in-year budget review / re-prioritisation exercises.
  • Support policy teams in development and scrutiny of business cases in line with HMT’s Green Book, providing expert advice and challenge.
  • Support assurance activities and effective financial oversight of Arm’s Length Bodies (ALBs), including regular engagement at senior levels.
  • Build and manage effective relationships with your Policy teams and ALBs to provide a trusted, single point of contact between Finance and the business. Develop a thorough understanding of the business to support delivery of departmental priorities and drive value-for-money thinking in all of our work.
  • Deliver a customer-focussed service that balances policy priorities with the broader financial needs of the Department.

Essential Requirements:

  • Highly numerate and literate with full CCAB or CIMA accountancy qualification or equivalent (or part qualified and working towards full qualification)
  • Experience of providing financial advice on complex issues
  • Collaborative and able to work effectively with a wide range of colleagues and stakeholders
  • Able to work well on your own initiative (a self-starter)
  • Solutions-oriented and able to complete work in a timely manner without prompting


Desirable Skills

  • Previous Business Partnering experience

In this role you’ll work with our Senior Managers to understand current performance, produce detailed forecasts and insightful analysis to improve the basis for financial decision making and cost control. About the Role

We are currently looking for an experienced Finance Business Partner to join our team here at Maria Mallaband.

This role will be working alongside the Management accounts function and partnering our Regional Directors and Home Managers in the south, driving financial improvements across the business. The successful candidate will engage with multiple stakeholders and will be key to ensuring financial priorities are cascaded across the Group.

Role responsibilities

  • Hands on role with time out in the field supporting operations to drive and improve financial performance
  • Driving the annual fee uplift process each year and building on relationships with public funders within the Region
  • Playing a key role in the impact of social care reform within our Homes, producing fair cost of care templates for the c150 LA’s we work with
  • Reviewing residents monthly fee sheets with Home Managers and discussing changes with public funders
  • Developing Home recovery plans for Loss making homes with frequent visits and hands on support
  • Participating in monthly Regional Director Business Reviews and driving actions and outcomes.
  • Producing fee breakdowns for new residents to justify quoted fees
  • Ensuring each new Home Manager has a full financial induction within a timely manner.
  • Upskilling of Regional Directors financial understanding and providing financial support and advice where needed.
  • Attending Regional Manager meetings with Home Mangers to cascade and communicate out financial priorities for the Group
  • This role will require regular travel to our care homes within the south region

  • Previous experience within Finance Business Partnering role
  • Experience within the healthcare industry is essential
  • Ability to communication with stakeholders at all levels including external commissioners
