Job description
We are thrilled to announce an exciting opportunity to join the dynamic DESNZ Finance Directorate as a Senior Executive Officer (SEO) in our Professionalism and Change function. This is a new role, based in a friendly team with functions including departmental Controls and Finance Change, and is at the heart of driving transformative Finance change and upholding the highest standards of financial professionalism across our department.

Key responsibilities
- To oversee our Finance operating model, championing and managing the department’s compliance with Finance, Internal Audit and Debt functional standards. This will involve confident collaboration with our Senior Leadership Team, process owners and others across the Finance and related functions.
- Partner with others to provide adaptable support for finance change projects, fostering continuous improvement. Develop and clearly communicate change plans to drive our function forward.
- Promote and manage Financial Professionalism by cultivating a culture of financial excellence throughout the department. Enhance the visibility of our Finance professional network within DESNZ, working closely with teams like ICS’ shared services and HR. Working with the directorate’s Learning and Development group to support finance professionals’ access to appropriate learning and development opportunities, and managing the Learning and Development budget alongside the Chief Finance Officer.
- Guide individuals and their managers through financial professionalism policies and approvals, and developing them where required. Oversee Finance apprenticeships in collaboration with HR colleagues.
- Engage with the Government Finance Function to build and maintain a strong relationship with the GFF, acting as a conduit for communication between GFF and the DESNZ Finance Directorate. Provide feedback on GFF activities to DESNZ and address GFF queries effectively.
Skills and experience
We are eager to hear from innovative finance professionals who possess the following essential attributes:
- Full or part Accountant qualification – CCAB, CIMA or equivalent.
- Understanding of financial processes, systems, and best practices.
- Excellent stakeholder management and communication skills.
- Experience in change or project management.
Desirable Attributes:
- Experience in a professionalism role, such as facilitating training and development or supporting others in improving output quality.
- Qualifications in Change or Project/Programme management.
- Ability to develop Learning and Development needs assessments/plans.

Office attendance
The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for 40-60% of the time over the accounting period.
