407 ETR’s Information Technology division is responsible for the infrastructure and software to enable the efficient operation of the highway-including toll capture, account management, financials, and data storage/analytics-as well as customer services including call-center, web, IVR and supporting workflows.
Position Summary:
Reporting to the CIO, the Head of PMO & IT Portfolio Office will drive organizational transformation by strategically aligning project execution and governance with business/technology goals. This role will build and establish an effective PMO, optimizing resource allocation, accelerating digital initiatives, enhancing agility while managing financials, timelines, and risks. The incumbent will design and implement a company-wide project governance framework, ensuring successful delivery of high-impact initiatives, end-to-end visibility, performance tracking, and risk management.
Accountabilities include IT Finance and Capacity Management through the IT FinOps Sr. Manager’s team, and strategic planning for the IT department, assisting the CIO in prioritization, planning, and execution. The Head of PMO will ensure timely, budget-conscious project execution, maximizing business value, fostering collaboration, and continuously improving delivery practices to meet/exceed stakeholder expectations and deliver measurable ROI aligned with strategic goals.
Responsibilities:
  • Define and establish the PMO’s framework, standards, tools, methodologies, and playbooks for end-to-end project planning and management lifecycle.
  • Monitor PMO’s day-to-day operations, progress, and performance, managing escalations and ensuring overall success across all predetermined success factors and in-line with IT/PMO KPIs.
  • Build, lead, and nurture a high-performing, cohesive team of project and program managers, as well as IT FinOps team, fostering a collaborative environment that emphasizes partnership with stakeholders throughout all project phases.
  • Manage, coach, and mentor PMO team members at various levels, overseeing recruitment, skills and competency assessment, and performance management.
  • Partner closely with Business and IT executives to establish and evolve PMO project intake, execution methodology, best practices, processes, systems, and policies to ensure consistent execution and management of all projects.
  • Develop strong relationships with and influence business and technology leaders across the organization to adjust to and adopt enhanced processes, procedures, and roles related to project execution and IT Financials.
  • Sponsor and lead the adoption of tools and technologies to streamline and automate activities related to Project Management, Resource Management, and other opportunities to drive efficient execution, management, and tracking.
  • Control, monitor and report on a consolidated portfolio of projects, programs, and associated changes for delivery across the portfolio.
  • Monitoring and flagging emerging issues, and recommending necessary course correction measures to the Project Managers.
  • Ensure timelines are adhered to for initiatives while keeping executives aware of any significant risks concerning the timing, budget or scope.
  • Bring forward the key variables for consideration in the decision-making process to Executive Leadership; outline pros and cons of viable solutions; highlight key findings from cost benefit analysis and potential risk associated with each alternative.
  • Identify portfolio level resourcing issues and risks needing leadership attention.
  • Working closely with IT FinOps Sr. Manager to provide oversight and detailed reporting on overall IT Finance (projects and portfolio) on a regular basis.
  • Work with key business partners, and IT to build the project roadmap for Strategic and non-strategic projects, identifying major portfolio level milestones and deliverables.
  • Active role in vendor management for IT vendors with the support of Delivery Managers and Procurement Team.
Qualifications:
  • Bachelor’s degree in Business Administration, Computer Science, Engineering, or related field; MBA preferred.
  • 10+ years of experience in project management, with at least 5 years in a leadership role.
  • Experience leading and managing a team of project managers and/or business analysts.
  • Strong knowledge of project management methodologies, tools, and techniques including hands on experience with Waterfall, Iterative, and Agile methodologies.
  • Proven results related to driving organizational and cultural change focused on improving the overall delivery approach and capabilities of an organization.
  • Excellent communication, leadership, and interpersonal skills.
  • Ability to work effectively with senior leadership and key stakeholders.
  • Strong financial, analytical and problem-solving skills.
  • PMP certification strongly preferred.
  • Proven ability to drive transformational change within an organization.
  • Demonstrated understanding of software development life cycle models.
  • Sufficient level of technical background to provide highly credible leadership to the PMO team and to be able to evaluate complex project risks and issues accurately and objectively.
  • Exceptional consultative and communication skills to lead, inspire and influence change while working effectively with end users, IT, employees, vendors/consultants, and customers.
  • Strong interpersonal skills including mentoring, coaching, collaborating, and team building.
  • Strong knowledge and understanding of business need with the ability to establish/maintain high level of customer trust and confidence.
  • Creative approach to problem-solving with the ability to focus on details while maintaining the “big picture” view.
