This is a high-profile role that cuts across Policy and Operations, in ensuring the FED policy intent is delivered and works closely with Operational colleagues to ensure benefits are realised and Bill outcomes are achieved, whilst protecting our vulnerable customers.

Job description

An exciting opportunity has arisen for an experienced SRO to lead a high-profile programme of work that will shape the country’s welfare system:

The Senior Responsible Owner (SRO) is accountable for ensuring the FED programme meets its objectives, delivers the required outcomes, and realises the required benefits.

The SRO works alongside the Change Portfolio to ensure Programme capability and project delivery professionalisation is maintained. The SRO is a key member of the Change Portfolio Board accountable for and representing FED programme performance.

As SRO, you are accountable for ensuring your change programmes meet the objectives and deliver the projected benefits and supports the Departmental priority in respect of reducing fraud and error and collecting debt.

Providing proactive and visible leadership and direction throughout the life of the existing and upcoming programmes. You will be accountable for circa 200 employees across a number of multi-disciplinary teams with a budget of £200m and accountability for FED Bill measures and associated saving of over £600m.

Person specification

The successful candidate must be able to demonstrate their knowledge, experience and skills against the following essential criteria:

  • Extensive understanding and experience of leading the delivery of user driven, evidenced based product development at scale and complexity, using different methodologies i.e. Waterfall and Agile
  • Expert stakeholder management and influencing skills and an ability to use these skills to overcome resistance and challenge to achieve success
  • A proven capability to understand and navigate complex cross-organisational systems and structures and devise strategies which cut through this complexity
  • Proven people leadership skills, with a strong knowledge of and commitment to diversity and inclusion
  • Extensive experience of building and leading high performing multi-disciplinary teams, in a fast paced and high-pressure environment, with competing stakeholder priorities.

Desirable Qualifications

  • A graduate of the Major Projects Leadership Academy (MPLA) or willing to provide commitment to securing this which will be required if applying for this post.

This role has a minimum assignment duration of 3 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes.
